So, my Nexus 7 seems to be stuck in a boot loop, with a screen saying that it is "optimizing" the apps, then returning to the Android startup screen. I believe that I may be running Android 7 (8?).

Would a factory reset help, or should I look at other alternatives?

a factory reset is probably all you can do at this point.

edit: another option is to flash a firmware update....not sure how that is done on a nexus device, however. nor do i know where you can get the firmware.
 
UPDATE: I broke down and executed a factory reset. It seems to work for now, but now I need to find another tablet someone gifted me a few years ago that I've kept in storage, as my current one was functioning fine at the time. I think the Nexus 7 is beginning the slow descent to nonfunction.
