    Hi

The note 2 os uses up about 6gb. Don't worry about the ram use, that's normal - as someone said - unused ram is wasted ram.

If you mean factory reset when you say format it is odd. I can only think that when you re enter the Google account there are photos and/music that are auto syncing to the phone and filling up the internal storage.

Formatting is a term normally applied to the removable sd card. A common cause of confusion is that the internal storage is a folder called sdcard. Have you formatted the removable card and then looked at the sdcard folder (which will not have changed). Probably you already knew this. In which case my apologies :)

Okay, I'm confused and not sure what it is you are trying to resolve.

Is it the fact that 12GB is showing used after a factory reset? In other words, you have no free internal storage left?

Or is it that it is reporting only 12GB of internal storage is usable?

If it's the latter, that is normal. 4GB is system reserved and not usable to the user this is strictly reserved for the OS and is operations. The 12GB being reported is the amount of space the user had full access to.

However, if you are having issues with no free space with the 12GB storage, you will need to have that looked at a repair Centre because that should not be the case especially if a hard reset back to factory defaults is done.

So you have no free space amount after the update and factory reset? That sounds like a hardware and/or driver issue. You will probably have to have it checked out.

Please post a screen shot of the storage if you can.

According to the OP a hard reset back to factory defaults was performed, but still showing used storage. So could be faulty hardware/driver.
