I'm getting a notification message when I turn on my phone. It says:

The applications of this device consume data and apply a cost for navigation. We suggest you hire a data package with your service operator.

Every time I turn on my phone it takes money off my account. What can I do?

It looks as if your carrier charges you for some navigation app you're using, every time you use it. Call them, find out which one it is and either stop using it or uninstall it. You can navigate just fine with a GPS app and there's no charge to use GPS. (Mapquest and Maps are 2 of the larger navigation apps, and they're both free.)
 
Rukbat, thanks for your advice. It didn't start doing this until I did a factory data reset. It also had auto sync turned on. Does that make any difference?
