Notification pull-down multiple issues

Note5, 6.0.1, T-Mobile. I am getting no notifications on the notification bar. When I swipe down the notification panel, no notifications there, either. I should have, at all times, a notification from T-mobile, Weatherbug, and Kaspersky. At the same time this started, all my quick setting buttons reverted to the default arrangement, and the buttons for the edit screen and for settings stopped working. Basically, the entire notification panel has stopped working. WTF is going on?

I tried wiping the cache partition, and I tried in safe mode. No help from either.

Just found out I can't access the Task Manager or dual-window function, either, and the S-pen menu doesn't come up.
