Off-Contract Discount + Cheapest Plan

Is there any advantage to buying an Evo off-contract, as a new subscriber? Does that allow a cheaper monthly plan like with the T-Mob N1?

And is there any way to drop/cut back the SMS + voice plans?

Back in the day I had a 200 min Sprint PCS plan for $29/mo + $5/mo unlimited data & tethering. That would be perfect with an Evo.
