Apps Opening programs on Windows with phone?

Hello wise android developers!

I was wondering if it is possible to make a 1 button app that turns on my computer, runs itunes and plays it on shuffle?

I know you can turn on computers using wake-on-lan and VPN so it's mainly of the possibility of remotely starting programs/sending script-like commands to the computer.

Anyone seen anything like this done? Can it be done?
