Try switching to cdma only.

I just flashed a new rom last night and Pandora wouldn't work for me at all.
I tried using new versions and old ones but it would buffer 1% then time out and go to the next song. Lot's of users on XDA have been complaing about this issue throughout the threads there.
The only thing new was I had just updated my radio's and moved to a 1.22 Rom.
I did what Mr. Ed suggests. I switched to CDMA only this morning and Pandora worked great all day.
I don't know if it's an issue with the new radio's, Firmware, Pandora, or the Roms, but with the network set to CDMA/LTE it doesn't work.

For people with s-off, you can flash the current pri - not totally following your comment on that, though. Did you mean the one that came with the 1.13 software??
Related or not, have you tried removing the proxy specifications?

Given Pandora's history with their app and it's behavior, I am hard pressed to blame Sprint even if the failure coincides with the pri change.
Mr. Ed had a long-running Pandora thread for the Evo, so this doesn't surprise me.
I'm able to stream Crackle movies on 3G, no issues, and video with a stereo soundtrack and Sony buffer management for DRM has a whole lot more going on than internet radio.
I am sympathetic to the plight of Pandora users, not saying that I am not, but trying to cripple a phone with firmware downgrades better mean a recognition of a whole lot of commitment to what is ultimately a crappy app.
