So right now I'm connected to the internet on my laptop while using pdaNET to slave the 3G connection from my HTC Incredible....my question is:
If I were to purchase an Asus eee Transformer or Acer Iconia A500 or Toshiba Thrive would I be able to download and install the drivers for pdaNET on them in order to plug in my phone via USB to them and use it's internet connection???

No. PDANet requires drivers on the device that will be using the phone's internet connection. There are no drivers for PDANet that will work on Android. Your best bet is to root your Incredible (go here and read) and download Wireless Tether from the market.
