Persistent voicemail notifications on the Galaxy S8+

I am getting a persistent voicemail notification.

-- I don't have any voicemails.
-- I have tried clearing notifications, turning off notifications, clearing app PHONE data, restarting, etc. etc.

Do I have to do a factory reset? I can't figure out how to clear the voicemail notification. I've read that others have had the same problem with other phones, but no one fix seems to work.

Any suggestions?

I fixed it by using the following method. I had someone send me a voicemail. I went to my voicemail and listen to the message. I deleted the message and without leaving the voicemail application I shut my phone off. When I turned it back on the notification was gone.
