It is a known hardware issue, and has nothing to do with the ROM on the device. Some phones were manufactured with improper shielding, and in low signal areas, the boosted output from the phone's transmitter, causes the false input. By the way, did you have a sprint phone that you brought over to Boost? Boost S2 phones never came with Gingerbread.
You are correct that it is caused by the low signal and faulty shielding.
The thing is...it really isn't the LCD/Digitizer that needs to be replaced. It is the housing, because that is where the home button row is. If you remove the LCD/Digitizer from the housing that is what you will see.
This is for anyone looking to cheaply replace or fix their phone.
You could buy a broken LCD screen on ebay and just take out the broken and put yours in it. Just make sure it has the frame/housing with it.
Of course you will have to hope the frame doesn't have the same problem, which is unlikely. Having a heat gun helps loosen the glue to take the LCD out.
