how do i root
The phone is stuck in a boot loop. To root you first have to fix the boot loop.
how you do that depends on the phone so register a free account here, post in the Kyocera Event section and get that fixed. (A phone can bootloop for as simple a season as a shorted on-off switch.)
Now - WHY do you want to root? That has nothing at all to do with bootlooping (unless you really mess the phone up badly when you root it). The ONLY thing rooting will give you is the ability to run a few apps - that you don't have now - that require root to run. As far as the rest of the phone - calls, texting, running apps, flashing ROMS, etc., etc. - rooting has nothing to do with any of that.
