Help Phone not shutting off completely?

Sometimes when I power down the screen goes dark like it should but the nav buttons on the bottom stay on. I have to turn the phone back on and then off again. Not using Launcher or anything like that. What could be causing this? Some other app like Setting Profiles?

Think it has anything to do with the quick boot setting?

I'm suspecting it might. I don't use that quickboot option anyway, but when I was busy on a round of wiping my phone over the past few days, I did notice some quirkiness to it. Nothing definitive though.

OP, I think it's under Settings -> Applications to disable it. I have also noticed that even when shutting down the phone, it can take a little bit (15 seconds or so sometimes) to fully shutdown and the softkeys go out.
