I don't know if it's a bug or its supposed to be like that but when you apply filters it keeps the modified pictures somewhere else. Because there's no way you view them on your computer. If you upload it to any of Google services it will stay with applied filters but you cannot just transfer it from your phone to a computer. I think its dumb.. Is this Google's way to push people use their services?
There is a work around.. You can apply filters in photos app save it then go to original gallery app click on edit and crop it just a portion from the top or bottom (sides) to manipulate gallery making it think you're editing picture and save it.. That way you can view and find it on your phone through the computer.
