play store download problem

pls help me ...

i cannot download anything from anywhere

i tried download an app in play store but it does not loading and stcuk at 0%

beside play store , i download files from chrome but also stuck at 0%

how can i do ?

i tried clear data , clear cache , reboot , remove google account , anything else...

my phone is galaxy note 2 N7100
