I can easily uninstall an app by holding the icon and dragging it to trash, is their a way to stop that without rooting?

The only thing I can think of is to use apk tool and edit the app file, but I'm not sure which file to change.

    Any help is appreciated.

Well that technically doesn't uninstall it. If someone were to pull one of your apps into that trashcan, all they did was remove it from your screens. If you go to the app drawer, it'll still be there. In order to uninstall, you'd either have to do it via "Manage Applications" or from the Market

The icons on your home screen(s) are simply shortcuts...they can be drug to the traschan and put back as many times as your heart desires

I actually have MIUI and when I drag it to trash, it says do I want to uninstall? I checked and sure enough, it was uninstalled.
