I was wondering if anyone knows of a place where I can upload a private app get a QR code so that say distant family can scan the QR and the app will install on the phone? It wouldn't have to be free I would be willing to pay for a service like this.

You could use Dropbox, no? and make a QR code containing the link that you can distribute.

You could email the .apk as an attachment and they could download it that way.
