Problem with Google Play Store video storage on SD card

I have configured Google Play Store video to use the external SD card for storage, vs. the quickly disappearing on-device memory. However, I am still seem to be limited by the on-device storage.

As a test, I downloaded a movie.

The free space for the on-device storage went down by a bit less than 2GB
The free space for the external SD card went down by a similar amount.

???

Why is it using *both* storage areas? Am I doing something wrong here?


I have a Samsung Galaxy Note 8 tablet.

Empty the apps cache to reclaim the space back.

The app cache was only ~300MB.


This is Android 4.2.2 if it makes a difference.
