I'd like to try the Charge. How does one go about setting the new phone up lime the old one?

With iPhone, we just synced the new phone and all the apps, settings, appeared on the new one.

With Android, do I have to re-download everything?

Go settings > privacy check the two boxes. When you log in to your gmail on the new phone it should all sync.

Apps will download and install, homescreen configuration, no you will have to do that yourself.

Gingerbread (2.3) will remember the apps you installed (free and paid) and may be able to download them for you.

Keep the old phone for reference for a day or two, and it's very seamless.
