[Q] No notifications coming in from installed apps

Hello all,

Just received my android phone from china. It was cheap but its pretty decent.
(MT6577,512MB RAM, 2GB ROM, 860x480)
Its a great phone, i already ported CWM and some tools to get root and such but i noticed that i don't receive any notifications from installed apps. (Yes, they are on the phone storage.)

I do get notifications from texts and calls but not from twitter, facebook, snapchat, whatsapp and such programs. The status bar stays clear but i do hear a sound when its incoming.

I have also watched some video's about "enabling" or "disabling" the notifications when i go to settings>applications>google framework services

But there is no toggle for me..
Im on 4.1.1 ( No other roms available )
