Question about Android Market

I'm new to Android and I'm waiting until the HTC Desire is back in stock here....so I haven't even used Android before.

But I have a question about Android Market....


How come I see people having to root their phone in order to be able to buy apps that aren't available in their country? Why isn't Android Market set up so that ALL the apps are available to everyone in every country?

Only note I see in the entire terms/conditions is this:

"6. Export Restrictions

6.1 Products available on the Market may be subject to export controls or restrictions by the United States or other countries or territories. You agree to comply with all applicable U.S. and international export laws and regulations. These laws include restrictions on destinations, end users, and end use."
