Question about phone account

So if I have an account with T-Mobile, and I sell my phone and take out the sim card, will the phone be able to be used by someone else?

Yes, as long as the network they are using the same frequency bands. If they are sticking with T-mobile, then there won't be any problem. If they are an AT&T customer, then it depends on the phone, but they might not be able to get 3/4g data or LTE. What phone are we talking about here?

Will my account be linked to my sim card?

That's the way sims work. However, if your phone is under contract to T-mobile they could still blacklist it if you default on the contract terms. So, don't do that. :)
