Can I theme the stock settings to a different theme like a stock ICS theme

It's pretty hard I think that's why there isn't one out yet. I've seen a few people get some things on the settings menus themed but nothing worthy yet. It Is my understanding that it requires multiple mods to different parts of the phone. I believe the settings apk interacts with other apks like framework res.
