I'm looking to rearrange the app icons in the app pages, NOT the home page. Hold and drag only moves them from the app page to the home screen. They are in alphabetical order and I want them in order according to usage.

Is there a way to do this in the phone or is there an app to accomplish this?

The phone has Jelly Bean 4.3 stock as shipped from Motorola direct.

I believe since this is essentially stock 4.3, the only way to rearrange them is to use a third party launcher like Nova or Apex (among others).
 
So lets say I install Apex launcher, what will I notice when I restart my phone? Being a complete noob, I don't know what to expect. So much phone, so much learning to do.
 
My suggestion is that you install the free version of Apex or Nova and play with them. You will then more than likely want to get the added capabilities provided by the paid versions.

You can install alternate launchers and tell the system which one you want to use. You can always switch back to the one that came with your system.

What Thom said. :) On my LG Motion 4G, I'm using Holo Launcher HD (free version). I liked the LG launcher, but decided I wanted a more stock look to my phone. I played with several and decided to stick with Holo. If you down load one, make it the default and play with it for a while. You can always go into the settings and clear the defaults or just uninstall which ever one your playing with. Just don't ever uninstall the stock 'cause then you don't have one to fall back on if you uninstall the current one your playing with.
