Yes you can normally do a factory reset (reloads the OS from the device memory) from the "recovery" screen. How to get to the screen depends on which device you have. Its usually something like power +menu+volup buttons at the same time; either post another question here or Google it for your phone "recovery mode make model"

When in recovery you normally move to an option with the vol up and down buttons and action it with the power button. Note that factory resetting will delete everything that you have on the phone.
