im as confused as you are on this one...
Here is the article:
A fuel cell uses a chemical reaction to produce power. The one used by some European electric automobiles passes hydrogen over a rare metal, electricity is produced and the waste product is water vapor.

Without the link, can't speak to the timing of the article, but water-powered fuel cells for phones have been under development for a few years now.
