Sounds like a classic stock recovery though I'm not sure what the 'no command' thing is all about. On many phones to access the stock recovery options you need to use a certain combination of volume up/volume down/power while on the stock recovery screen. It may just be a matter of trial and error if that is your goal.

Isn't that download mode/bootloader and not recovery?

When you see the dead android press and hold power key and vol up for about 3 seconds then let go of volume key but keep pressing power. Hopefully you will see recovery options

That's what the stock recovery looks like on a HTC. In which case, Volume Up + Power (as Pugs says) is the first thing I'd try.

I know this. Your recovery booted without a command so it dont know what to do. Just hit volume up button when the error appears, so it will enter manual mode which have the menus.

Seeing as the OP (a) hasn't been back for seven months ago and (b) never told us what device he/she is using, further guesswork seems pointless.
