remove "ongoing notifications"

I assume you are talking about persistent notifications (agree op should clarify)

Some appls place items in notification bar "permanently", which gives the App higher priority and prevents the App from being killed by the Android memory management.

The way to get rid of them varies by application. Sometimes close the application.

Tasker can also generate persistent notifications. Those can be removed by the action Alert / Notify-Cancel

+1
That is the exact reason why the persistent notifications exist (ala, Words with Friends) and also the reason you can't disable the notification without disabling the app that generates it. However, you could request the dev to code their app like Apex with the "stay in memory" option enabled. That is, it has a persistent notification, but it is only visible when you swipe down the Notification bar.

You can disable notifications on a per app basis. Just long press the notification and click App Info. This will take you to applications manager where you can disable the notification checkbox. However, as others have stated, persistent notifications are often used as a means to prevent Android from kicking the app out of Ram when it's idle.

If your device is rooted, you could use Exposed Framework to keep apps in memory even if you disabled their notifications.

No-go in 2.3.5...long-pressing the notification doesn't take me to app mangler, but if I go there manually there is no notification checkbox to disable.
