In Android 4.1on my phone, I can manage the open screens. In 4.4.2, I don't see how to remove open screens that contain no shortcuts. I gather that the launcher has something to do with it.
Yes home screens. I'm using no other launcher.
In Android 4.1 I can double click the middle button at screen bottom and miniature screens show. This does not work with 4.4.2.

I think I understand what you mean. On KitKat, the stock launcher only allows extra screens if they contain widgets. No widgets, no other screens. A screen is automatically created when you drag widgets to another screen and removed when there are no widgets.
II tried a friend's phone with 4.4 and it had 5 screens in the default launcher two had widgets and three were blank. I could not find a way to add a sixth.
With Nova Launcher it was as simple to add in 4.4 as it was in 4.0, 4.1, and 4.2.

on 4.4 you can not have blank home screens. Screens are created by dragging app/widgets to a new screen (similar to iOS). when you remove all icons/widgets from a screen, the screen will be deleted. If the screen still does not delete, try rebooting the phone.
