Require password on android but after a delay? Possible?

I can't seem to figure this out. I want to use our Google Apps to enforce a device policy that android phones have a passcode enabled. At my previous company we used BlackBerry (I didn't manage them) and when you would boot it up from being turned off, you needed to enter a password to turn it on, or if the phone had been sitting idle for 30 minutes you had to. If I turned the screen off, then 10 minutes later tried to make a call, I didn't need the password unless the phone had sat there untouched for something like 30 minutes.

Is it possible to do that? I tried using Google Apps policy on a new android device as a test and set it so that users need a minimum 5 digit password etc. It worked but every single time they would unlock their phone it wanted this huge password. Can I set it to only ask for the password after a set period of time?
