Resolution simulation launcher

ok this maybe impossible but after looking at that some android devices run at non standard resolutions would it be possible to write a program that basicly would virtualy reshape the screen to be that resolution either by stretching or shrinking the image while maintaining the aspect ratio of the original
so that a phone or device that uses the resolutions of the intercept would be able to display apps designed for a screen like the n1 by shrinking the image and maybe just color fill bars on the screen like on a tv with an aspect of 4x6 showing a movie set in 16x9
 
That would actually be a pretty good idea, at least for the programmers. I don't think anyone would buy/use it, though. Programmers would want it because it would save them some difficulties implementing different images for different phones, but no user would buy or use it. Why should they, when most good apps are programmed to fit whichever phone they're on?

Great idea, but I don't think it would go through, unfortunately for us programmers. :(
