Help Restrictions for Kids

I was discussing with someone who has an iPhone and how they can restrict their child's phone so that:

Apps like games can only be accessed within certain times and for a set amount of time.

Apps need approval from a parent before being downloaded / installed.

Ability to track phone and turn it off remotely.

Does Android have these features?
