New owner of android devices. What is "rooted" and where do i find app to do it?

Rooting gives the phone owner administrator level access to your device. A new phone allows standard access (think Windows guest account).

Not every phone is rootable (though most are) and every phone has slightly different procedures.

There is not one universal app and you will have to check the forum of your distinct device for more info.
