I've been trying to root my HTC but I'm stuck at unlocking the bootloader and I keep getting the adbwinapi-dll error.

All you really need to unlock the bootloader is fastboot.exe you could download the minimal adb/fastboot files.

It was having a connectivity issue but it stopped. It says it's reading it perfectly fine.
