Rooting & Uninstalls question

Two part question, both related.

1. Why are Android phones set up the way they are requiring a "rooting" procedure to perform certain functions?

For example: Say I bought a Dell computer, loaded it up, and found software I didn't need. I could just uninstall the unwanted software and move on, no big deal... Not the case with these phones. I have apps that came with the phone that I'll never use. They just take up disk space.

2. Is their any work around?

Is their any way to uninstall factory apps with out rooting?

HTC EVO 4, 2.2 OS
