You can use adb to root an Android device.

Well, you still need to know the root exploit method--the adb tool in and of itself will only get you so far: you have to know what to do after you've launched adb in order to root.

Find your specific Galaxy Tab 3 device area from this list:

and then navigate to your proper all-things-root sub-forum in that area to find threads that will hopefully tell you the exact steps and process for rooting your device.
