    Your question has no context. What device do you have, what are you trying to do, and where are you seeing "S Off"?

    You have an HTC phone of some sort then. Yes it is built in security flag that stops a user from installing incorrect firmware that is not compatible with your phone model hardware, or customer (carrier) ID number.
