Support S Pen Popup "Permit drawing over other apps"

    I have a Galaxy Note 5, unrooted, that I have tried to configure the S Pen to be a Direct Pen only. I don't use S Note but I do use the pen. I have turned off all permissions for air and the S Pen that I can find but when I open an app and then pull the pen I get this pop up that's in the title of this posting. I did not have this problem until after installing Marshmallow a week ago which already resulted in a carrier authorized technician performing a "nuclear" fix due to another software incompatibility.
    Is the a way to stop the S Pen popups and just have a direct pen?
