Help s3 mini keeps crashing, com.android.phone plus others

So a few days ago I was having issues with all of the apps crashing at once. Would have to reboot the phone and on startup it would go through "optimizing app 1/51" etc. Once it did that it was fine. Then a few hours later it would happen again and would have to reboot the phone again. Last time i had this issue was a few months ago and the phone had to be updated. This time it says there is no update available. It was also saying "unfortunately com.android.phone has stopped" and after some searching everyone was saying to clear the cache through turning off the phone and turning back on with vol+, home, & power. I did that several times with no change. Decided to uninstall a few recent apps and reboot and that also had no change. I backed up all my contacts and have done two factory resets with still no results. I dont have all the apps crashing at once but the "com.adroid.phone " stopping still comes up. When it comes up i hit ok then the box just comes up again. A reboot fixes it only for a few minutes then it happens again. If I dont touch the phone it seems to be ok but as soon as i try to do anything with it the com.android.phone boxs pops up and i cant do anything. Im at a loss at what to do. Yes this is an s3 mini, the mini forum seemed to be dead with no one replying or helping out.

It also has been randomly rebooting on its own and gets frozen on the red verizon screen.

Its now constantly rebooting every minute basically and I havent touched the phone. Its just sitting beside me.
