Help Samsung Galaxy J3 2017 stuck in safe mode

I have a Samsung Galaxy J3 2017 which I just use as a work phone... I just received a new sim for it so took out the old one and put the new one in, and it's now in safe mode.

I've tried everything including cache partition and even factory reset, and I can't get it out of safe mode. I've tried the old sim also and no joy :(

Anyone got any clues?
 
a factory reset should have worked. how do you know you are in safe mode?

I know it's in safe mode as it says "SAFE" at the bottom of the screen and there's a "safe mode" notification...

I think I've found the problem though - it would appear the volume down button is faulty and keeps thinking it's being pressed when it isn't... Thus putting it into safe mode when I switch on!
