Samsung Galaxy Note Camera

Im a new member.
I have been experiencing issues with the Galaxy Note Camera in low light to pitch dark conditions. The background is always blurred fr some reason. Is it because it has a weak flash or is thr some problem in the phone. If anyone could please tell me, it will be of great help.
