Help SD Card changing problem

I am trying to add a 4 GB card to my phone. I copied all the files using windows explorer to the new SD Card and replaced my existing card with the new one and restarted the phone, but applications are not loading from the new memory card. I can see the card in SD Card options in the phone but it is not loading my applications.
I have App2SD installed on my phone and my phone is rooted as well. Gingerbread 2.3.3 is installed on my galaxy ACE.

Any help will be appreciated.
