Security Start up

I have a Gpad X 8.0 with 125gb slow external card about 40% full.
When I enable the security start up, I get a blank white screen showing emergency call only. no key pad. I swipe, tap everything, no key pay pad. It seem after a long time, maybe ten minutes of swiping tapping the key pad shows up. Is this normal? to wait so long and randomly shows up?
Help.
I have disabled the security start up feature.
