You need to create a Service. When your application wants to communicate with the Service, you need to bind to it. See here

Btw there are loads of resources on the web about this, so if the Google developer documentation doesn't explain it for you (some of their stuff can be a bit hard to follow), there are many other tutorials.
Anyway, have a go at implementing your service, and establishing communication with it from an app. If you have specific problems, feel free to post back here for guidance.
