Settings not working

Ive just received this 2 days ago and my setting app was working last night now i can access it but when i touch any of the sub categories (eg sound and display) nothing happens , i wondered if this was from low battery but im charging the battery and it still wont work please can anybody help im considering sending it back. thanks in advance

have you restarted it? Restart, pull the battery then turn on again,
