I'm using Android 4.2 and there's no 'Software Update' option in

    Settings>System>About Phone

Is this because of my manufacturer? Are they allowed to remove the option? Is there any way to get it back?

That's for doing OTA upgrades. Manufacturers can indeed remove it from their versions of Android. However they might provide other methods of doing updates, either by doing it with a PC via USB or by preparing an SD card with the upgrade on it. You'd have to check with the manufacturer as to what they use.
