Some Pixel 2 devices can't unlock bootloader

A new issue on the Google Issue Tracker for Pixel 2 devices showcases several people who have gotten a device from the Google Store with the ability to unlock the bootloader disabled.

Somehow I suspect this will be a US-only problem. Certainly all of the cases I've seen so far have been American, which makes me suspect it's a foul-up due to also providing locked-down devices for Verizon.
