I have the SPH-L710 running CM 10.2 the camera is crashing the phone and the other times I can take one picture but the then I try to take another it says "Can't connect to camera"

I've had similar issues on CM. Could be a bad flash. My recommendation would be to reflash the ROM. Do a regular wipe and then reflash.
