Have other Sprint customers experienced that when making wireless voice calls, the service is dropped down from 3G to the first gen CDMA cellular network even though before making calls there are plenty of 3G bars?

It seems that the Sprint service only allows 4G voice calls and not 3G which is a big imposition because running 4G is a battery drain, and most people only use 3G anyway.

I'm experiencing these issues in the NYC area with a stock EVO 4G device, even after resetting the phone to factory defaults.

    Welcome to the forums!

Voice is actually a 2G service.

Because Sprint uses CDMA EV-DO (not SVDO) it doesn't do voice and data at the same time - unless using 4G or wifi for data while talking on the CDMA radio.

The factory defaults on the Evo do tend to be power wasting, and you don't need 4G on at all to make phone calls.

I am going to move your post over to our Evo support forum. You'll be able to get the most current feedback from other Evo owners on various configuration settings.

By the way, Evo: great phone! (I have one, too. :))
