Help Still Receiving Pop-Up Ads

One in particular ad is for me to install the "Ibgotta"(sp???)coupon app. I'm not in ANY websites or apps, I clear my cache &/or wipe my cache partion, reboot & the ad/PlayStore pops up with this install??
My phone has also been powering down after uninstalling apps?
