My phone has been stolen and I did not have any security apps installed. There already been purchases made from the phone. Is there an app where I can send to the phone to lock it up after it was stolen?

Contact the play store and your credit/debit card company to prevent anymore purchases through that source.
As far as the phone itself I don't know of any options for that.

If they are still using your gmail account you can install an app straight from the web (https://play.google.com/store). Just pick the security app you want and click install. Good luck.

Plan B will help you locate it, but Lookout will allow you to wipe and lock it remotely.
